CCTV Program

The Town of Greater Napanee recognizes the need to balance an individual’s right to privacy with the need to ensure the safety and security of Town employees, clients, visitors and property. Guided by a commitment to public safety, crime prevention and stewardship of publicly owned assets, the Town may, where warranted by law, use Closed Circuit Television (CCTV) systems in municipally owned buildings, or at municipally operated facilities, parks and open spaces.

The Town’s use of its CCTV Program is guided by our CCTV Policy, which has been developed in accordance with the Municipal Act, the privacy provisions of the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), and the Information and Privacy Commissioner of Ontario’s Guidelines for the Use of Video Surveillance (2015).

In accordance with the CCTV Policy, cameras may be located on the exteriors and limited interiors of municipal buildings. Outdoor cameras are also installed at high-traffic spaces including parks and major intersections. CCTV cameras are limited to spaces where individuals typically have a lower expectation of privacy. A listing of CCTV coverage areas is included as part of the Town’s policy.

Access to video footage is limited to authorized Town employees for legitimate purposes, including:

  • Investigating incidents.
  • Responding to law enforcement requests.
  • Ensuring facility safety.

Disclosure to third parties is only permitted when allowed by law and as set out in the Town’s CCTV Policy.

Video recordings are kept only for a limited time, as outlined in the CCTV Policy. Unless a request has been received to preserve footage for an investigation, incident response, or access request, footage is automatically destroyed after 30 days.

Members of the public can request CCTV footage by completing a Freedom of Information (FOI) form. Before filing a request, you should be aware that:

  • When making your request, you must be as specific as possible in describing the video records you are seeking. At a minimum, please provide the time, date and location where the video was recorded. The more details you are able to provide, the more likely that the video you are seeking can be located.
  • The Town must balance your right to access municipal records with the privacy rights of affected individuals. In practical terms, this means that license plate numbers and the faces of identifiable individuals will be obscured (blurred or pixelated) prior to disclosure of the video records.

·         Footage is automatically destroyed after 30 days.

The Town’s CCTV Policy does not permit the use of facial recognition or other AI-assisted tools. The Policy also restricts the live viewing of CCTV feeds.

Per the Town’s Policy, cameras are not programed to collect audio recording.
