Municipal Land Sales
Sales of Town land are governed by the Town’s Land Sale By-law, as well as supporting policies, in accordance with the requirements of the Municipal Act. The majority of the Town’s landholdings are acquired and held for municipal purposes such as public amenities and infrastructure, however some lands may be declared surplus by Council and sold. The Town is committed to a land sale process that prioritizes public transparency and accountability.
The preferred option for sale of developable lands is by a public listing through the Town’s real estate vendor of record. Direct sales outside of a public competitive process will only be considered for land that cannot be sold to anyone other than the adjacent property owner due to its size, location, or other restricting features.

Permanent Road Closure and Sale Application
Applying to permanently close and purchase a road or road allowance is a multi-stage process that takes several months to complete. This process cannot be expedited and applicants are advised to plan accordingly. A permanent road closure application includes the following steps:

Submission of Application Form (link to new form – Permanent Road Closure Application), non-refundable application fee of $500.00 and refundable deposit against expenses of $3,000.00.

Internal Review by Town staff to determine whether the request complies with Town policies and planning considerations.

Initial Review by Council. Council will determine whether the flat policy rate applies or whether an appraisal will be required. If the application is rejected at this stage, the deposit fee will be refunded.

Public Notice and Circulation, including to adjacent landowners, public utilities, and the general public.

Council Review of staff and public comments, after which Council will issue a decision of whether to approve the application to close and convey the property.

A Reference Plan will be obtained from a surveyor at the applicant’s cost to define the boundaries of the road to be closed.

A by-law must be passed by Council to close the road.

The land will be conveyed to the applicant as a standard real estate transaction through the applicant’s solicitor.
