Media Release - Town Holds Groundbreaking Ceremony for Napanee Water Pollution Control Plant Upgrade Project

(GREATER NAPANEE, ON) – The Town of Greater Napanee held an official groundbreaking ceremony on September 4, 2025, to mark the start of construction on the Napanee Water Pollution Control Plant (WPCP) Upgrade Project.
The upgrade of the Napanee WPCP will support the development of up to 4,000 new homes in Napanee, helping to meet the housing needs of a growing community. In addition to enabling future growth, the upgrade will also improve reliability and performance for existing users, ensuring continued high-quality service and environmental protection.
This upgrade was made possible through a $34.8 million investment from the Government of Ontario under the Municipal Housing Infrastructure Program’s Housing-Enabling Water Systems Fund (MHIP-HEWSF), along with $14 million in funding from the Government of Canada through the Investing in Canada Infrastructure Program.

The new facility will be located beside the Town’s existing WPCP on Water Street West and will incorporate the existing digesters, allowing a portion of the current plant to remain in use as part of the new build. It is expected that the upgraded facility will be operational in 2028.
