Greater Napanee Budget Update - 2026 Budget Focuses on Road Works and Bridge Maintenance

As part of the 2026 Budget, aging roads in Ward 3 and other wards will be receiving significant attention. 

When roads are assessed for capital work, the Town looks at more than just the surface. We also consider what’s underneath and around the roadway, such as drainage, culverts, ditches, and the condition of the base materials. These factors help us choose the right type of repair so the road lasts as long as possible.

A number of roads will receive double and single surface treatment that will extend their life and improve driving conditions. The road work being completed is supported through provincial funding that the Town receives.

For 2026, certain roads are scheduled for what’s known as a double surface treatment. This is a more comprehensive renewal process and includes:

  • Replacing culverts
  • Improving drainage and ditching
  • Strengthening the granular base
  • Adding new surface gravel
  • Applying two fresh layers of surface treatment (tar and chip)

Double surface treatment is planned for the following roads in 2026: 

  • Homestead Rd from Westplain Rd to County Rd 41 
  • Beechwood Rd from Deseronto Rd to Johnson Side Rd  
  • Beechwood Rd from County Road 1 to Drive-In Rd 
The roads identified for a single surface treatment in 2026 are roads already within the surface treatment program. These roads will receive one maintenance layer to keep the surface sealed and prevent water from penetrating to the base. This step is essential as water saturation can significantly reduce the life of a road.

Single surface treatment is planned for the following roads in 2026: 

  • Westplain Rd from County Rd 41 to Homestead Rd 
  • Meach Rd from County Rd 41 to Asselstine Rd 
  • Manion Rd from Meach Rd to the dead end  
  • Salmon River Rd from County Rd 41 to County Rd 12 
  • Sherman's Point Rd from County Rd 9 to the dead end
  • Old Hamburg Rd from Switzerville Rd to 700m West of the road 
  • Pine Grove Rd from County Rd 12 to Cooks Rd 
  • Pine Grove Rd from Westplain Rd to County Rd 3 
In addition to road work being completed, all municipalities in Ontario are required to evaluate their bridges and large culverts using the Ontario Structure Inspection Manual (OSIM). This is a mandatory provincial standard that ensures every structure is inspected in a consistent manner. The goal is to assess structural safety, identify any emerging issues, and plan repairs before they become more serious.

These inspections must be completed every two years, and the recommendations from the most recent OSIM report guide the Town's decisions on maintenance, rehabilitation, or replacement. Using this standardized process helps us prioritize work, keep our infrastructure safe, and make the best use of tax dollars.

Work is planned for the following bridges in 2026:
  • Barrier system installation on Manion Road 
  • Bridge inspection, cleaning, and descaling on the 401 CN Rail Bridge 

“Completing this maintenance work is vital to ensure that rural roads remain safe and in good condition for our residents who rely on them every day,” said Mayor Richardson.
