Application for a Permit to Install a Sewage System

Submit all Sewage System Applications to permits@greaternapanee.com. Note that payment for application must be made at the time of applicant submission. 

Please read the following instructions for completing an Application for a Permit to Install a Sewage System

1. Complete the application in full:

  • This smart form will automatically populate most calculations
  • Submit your signatures electronically
  • Sewage System Designs can be cut and pasted onto the design page or attached as a sperate document
  • Review the application to ensure it is completed in full
  • Save a copy of the application to your desktop

2. Submitting the application:

  • Print your application, then mail or hand delivered to:

      99-A Advance Avenue, Napanee, ON K7R 3Y5

  • You can also email your submission to our Development Services department.

3. Payment:

  • Payment can be made in person via cheque, cash or debit.
  • Payment by cheque can also be mailed (payable to the Town of Greater Napanee)

4. Process:

  • Once an application is submitted in full an inspector will contact you within 10 business days to arrange an initial site visit.
  • An initial site visit will take place to view the test holes, determine the height of the system above grade and ensure the placement of the sewage system meets the Ontario Building Code requirements.
  • The inspector will issue a permit to install the sewage system to the applicant.
  • Call the inspector for an inspection at least 3 days prior to requiring one.
  • A final inspection will be done when the sewage system is installed but not covered.
  • A final grading inspection will be done once the sewage system has been backfilled, the slopes stabilized, and the system has been seeded.
  • Final paperwork will be mailed to the owner.

Application for Review of Performance Level of Existing Sewage System

Please read the following instructions for completing an Application for Review of Performance Level of Existing Sewage System:

A review of performance is required when:

1)     You are doing an addition to a house that is 15% or greater of the existing size of the house.

2)     Increasing the number of fixture units

3)     Increasing the number of bedrooms

4)     Changing the use of the building.

  • Still unsure if you need a performance review of your sewage system. Please contact the building department.

  • It is important to accurately reflect what is currently in house and what you plan on adding.
  • Any information that can be provided on the current sewage system will aid in the review process.
  • Submit your signatures electronically.
  • Sewage System Designs can be cut and pasted onto the design page or attached as a sperate document.
  • Review the application to ensure it is completed in full.
  • Save a copy of the application to your desktop.

2. Submitting the application:

4. Process:

  • Once an application is submitted in full an inspector will conduct a desktop review of your sewage system and contact you within 10 business days.
  • If a record of the sewage system is available, it will be used by the inspector as part of the review.
  • If a record does not exist, it is the applicant’s responsibility to prove what type and size of the sewage system currently services the house. This may include some excavation work.
  • If the current sewage system is sized properly to handle the proposed changes to the house the inspector will conduct a site visit to confirm the system appears to be in good working order. If the system is in good working order an approved application will be provided to the applicant. If the system is failing a new sewage system will be required.
  • If the current system is not sized properly to handle the proposed changes to the house the application will not be approved. The inspector will call the applicant to discuss the options for the sewage system. These options may include but are not limited to; total replacement of the sewage system, replacement of parts of the system or adding to the system. These options are at the discretion of the inspector not the applicant.
  • If a new sewage system is required, the price of the review of performance application will be taken off the total price for the new sewage system application.

Do:

  • Maintain your system and pump the tank regularly
  • Repair leaky plumbing fixtures
  • Clean your effluent filter at least twice per year
  • Ensure that the tank and leaching bed have erosion control (grass)

Don't:

  • Flush cleaning wipes (dispose of in the garbage)
  • Drive over the leaching bed (or park on it)
  • Plant deep-rooted trees or shrubs in the vicinity of the system
  • Build over the tank or leaching bed with hard surfaces
