Livestock Claims

The Ontario Wildlife Damage Compensation Program (link: Ontario Wildlife Damage Compensation Program guidelines | ontario.ca) provides financial assistance to producers whose livestock or poultry has been killed as a result of wildlife predation.

The program is administered by local municipalities, with payment decisions made by the province.

If you have general questions about the program, please contact the Ontario Ministry of Agriculture, Food and Rural Affairs Toll Free: 1-877-424-1300, email: wildlife.damage@ontario.ca

To make an application under the program, an owner must:

  • Have a valid farm business registration number (FBRN);
  • Have a premises identification number (PID);
  • Report the injury or kill within 48 hours; and
  • Preserve the kill / injury site until the municipal investigator has investigated

Visit the Program Information Guide for owners for more information.

  1. The owner informs the municipality within 48 hours of discovery if predation is believed to be the cause of injury or death and sufficient evidence exists
  2. A municipal inspector / livestock evaluator will be assigned and will conduct an investigation within 72 hours of being notified. An application form will be completed, including documented evidence.
  3. The Livestock Evaluator will submit a completed application to the Town Clerk within 7 business days of completing the investigation. The owner can also submit any additional evidence that may be relevant to the Clerk within 7 days of the on-site investigation.
  4. The Town will submit the completed application to OMAFRA within 7 business days of the on-site investigation.
  5. OMAFRA will review the application for completeness and eligibility. Compensation will be assigned by OMAFRA and the owner will be informed of the decision within 30 business days of the completed application being submitted.
  6. The owner has 20 business days to appeal the outcome of their application.
  7. If no application is requested within 20 business days of the decision being issued, OMAFRA will notify the Town Clerk to process payment to the livestock owner.
  8. OMAFRA will provide reimbursement to the Town in the value assigned in the decision letter. This reimbursement is issued to the livestock owner by the Town.

The following individuals are appointed by the Town to act as livestock evaluators for the Ontario Wildlife Damage Compensation Program:

  • Adam Baldwin
  • Blair Campbell - 613-583-6494
  • Patrick Evans
  • Ward Fox
  • Richard Pringle - 613-545-5100
  • Ryder Thompson - 613-540-1634
  • Alison Sutcliffe - 613-530-0520

Please contact Municipal Law Enforcement at bylaw@greaternapanee.com to report a livestock loss.

If the Valuer determines that the damage to livestock and poultry was caused by a stray dog that is not normally found on the premises, the claimant is not eligible for compensation through this program. Instead, the process set out in the Protection of Livestock and Poultry from Dogs Act should be followed.

Additional program information and resources for owners is available from the OMAFRA website.
