Ward 3 By-Election

Council declared the Ward 3 Councillor seat vacant at its meeting on August 26. At the September 9 meeting, Council directed staff to conduct a by-election to fill the vacancy so that the voters of Ward 3 can elect their representative for the rest of the term. At the October 14 meeting, Council enacted a by-law to authorize the by-election. 

By-Election Key Dates

  • Candidate Nominations open October 15
  • Candidate Nominations close December 5 at 2:00 p.m.
  • Deadline to update voter information online is November 13
  • Municipal Office Closed December 24 – January 1
  • Advance Voting opens January 9 at 9:00 a.m.
    • In person voter assistance available at the Town Office (99 Advance Ave) on weekdays between 9:00 a.m. and 4:00 p.m.
  • Election Day will be Monday, January 19 from 10:00 a.m. to 8:00 p.m.
    • In person voter assistance available at Best & Bash Arena (16 McPherson Drive)

Voter Information

Voting day is Monday, January 19, 2026. The voting period will begin on Friday, January 9, 2026 and eligible voters will be able to cast their ballots any time between Friday, January 9 at 9:00 a.m. and Monday, January 19 at 8:00 p.m. using the internet or telephone.

You are eligible to vote in the Ward 3 By-election if you meet all of the following:

  • You are a Canadian citizen;
  •  On election day, you are aged 18 or older; 
  • You are a resident of Ward 3, or the owner or tenant or spouse of an owner or tenant of land in Ward 3 (view Ward map); and
  • You are not disqualified from voting under the Act

Resident and non-resident electors are defined as:

  • You are considered a resident if, on election day, you live within Ward 3. This includes people who own, rent, live in shared accommodation, or live in the Ward but do not have a fixed address. Being a resident elector is the most common type of eligibility.
  • You are considered a non-resident voter if you own or rent property within the Ward but do not live at that property. You can only be a resident elector in one municipality, but you can be a non-resident elector in any municipality where you own or rent property.
    • The property must be in your name as an individual. You do not qualify as an elector for property owner by a business or trust.
    • Even though you can be eligible to vote in multiple municipalities where you own property, you can still only cast one ballot within each municipality, regardless of how many properties you own.

The following are not permitted to vote in a municipal election:

  • A corporation;
  • A person who is serving a prison sentence;
  • A person acting as an executor or trustee; and
  •  A person who was convicted of a corrupt practice under the Act for an election held within the last 5 years.

Up until November 13, you can visit Elections Ontario registertovoteon.ca to confirm that you are on the Voters’ List and that your information is correct. You can also update your information online.

After November 13, you will need to submit an Application to Amend the Voters’ List to the Clerk using the prescribed form. 

You can register to vote up until the closing of polls on Election Day.

In order to be added to the Voters’ List, have your information corrected, or be issued a new voting PIN, you will need to provide identification that shows your name and your Ward 3 address.

  • A Voter Information Letter cannot be used as ID
  • A passport cannot be used as it does not show your address.
  • A digital version of a document, such as an e-statement, shown on your mobile device is acceptable ID.
  • A photocopy of a physical document, such as a photocopy of a driver’s license, is not acceptable as ID.

Greater Napanee is once again using internet and telephone voting for the election. You can vote from any location with a phone or internet connection.

In mid-December, Voter Information Letters will be mailed out to all registered voters on the Voters’ List. You will need to use your unique personal identification number (PIN) contained in the letter and your date of birth as voting credentials. The letters will provide you with a toll-free number you can call to cast your ballot, or an online voting portal you can visit.

If you require assistance with voting, we will also have in-person touch screen voting options made available during the advance voting period at 99 Advance Ave on weekdays from 9 a.m. – 4 p.m. and on Election Day at the Best & Bash Arena (16 McPherson Drive) from 10 a.m. – 8 p.m.

We are hopeful the current postal strike will not continue into December, however if it does the Election Team will provide alternate distribution methods for voter information letters. This will likely involve in-person collection of letters from a municipal facility where possible.

Your local government is responsible for many policies and decisions that impact your daily life. Voting, engaging with candidates, and being involved in elections is one way to make sure your voice is heard. Among other things, Town Council is responsible for:

  • Setting utility rates, user fees, and tax levies;
  • Setting standards for municipal services;
  • Growth, development and planning decisions;
  • Community standards and by-law enforcement;
  • Recreation, culture, events and facilities.
