Notice of Adoption of an Official Plan Amendment

TAKE NOTICE the Council of the Corporation of the Town of Greater Napanee passed By-law No. 2026-0060 “A By-law to Adopt Amendment No. 53 to the Official Plan of the Town of Greater Napanee” on the 28th day of July, 2026.

PURPOSE & EFFECT OF THE BY-LAW

The purpose and effect of the By-law is to implement changes to the Town of Greater Napanee’s Official Plan resulting from a Comprehensive Review of the Plan, undertaken in accordance with Sections 26 and 27 of the Planning Act.

The Town of Greater Napanee is updating its Official Plan to ensure visions and goals reflect current and future community needs, and that land use planning policies are consistent with the policy direction of the Provincial Planning Statement, and conform with the policies of the County of Lennox and Addington’s Official Plan, as proposed to be updated through OPA #3.

The Town held a public meeting on January 25, 2022, to discuss the purpose of the Official Plan, and the need for an updated Official Plan. The Town also held an Open House on June 20, 2024, to answer questions and receive feedback on proposed revisions.

Drafts of the proposed updated Official Plan, as well as Schedules, were made available through the Town’s website in May 2024, and an Adoption Draft was made available in May 2025. A final Adoption Draft was made available through the Town’s website on June 12, 2026. Comments from stakeholders, agencies, and interested parties were considered and incorporated into the final Adoption Draft, as appropriate, and the Town brought the updated Official Plan to a statutory meeting for Council to consider local adoption on July 28th, 2026.

The Amendment affects all lands within the municipal boundary of the Town of Greater Napanee, and as such, no key map is provided.

A copy of the adopted Official Plan Amendment is available for inspection at the Town of Greater Napanee Municipal Office during regular business hours and on the Town's website.

AND TAKE NOTICE that the proposed Official Plan Amendment is to be submitted to the County of Lennox and Addington for approval.

AND TAKE NOTICE that any person or public body will be entitled to receive notice of the decision of the approval authority if a written request to be notified of the decision (including the person’s or public body’s address, fax number or email address) is made to the approval authority:

WHEN AND HOW TO FILE AN APPEAL

The County will give written notice of its decision to those persons or public bodies that submitted a written request to the County to be notified of its decision. The right to appeal and the persons or public bodies entitled to appeal are governed by the Planning Act and applicable regulations.
Any appeal to the Ontario Land Tribunal must be filed with the County at the above noted address.

EFFECT OF WRITTEN AND ORAL SUBMISSIONS ON APPLICATIONS

A number of public comments were received throughout the public consultation process and have been addressed in subsequent draft revisions of the documents and through correspondence between residents/stakeholders and staff. All written and oral submissions provided to the Town, and made to Council, were considered as part of the Official Plan review process and Council’s final decision to pass a By-law adopting the Official Plan.
