Invitation for Equipment & Labour Quotations - By-law Enforcement Services

The Town of Greater Napanee’s Legislative Services Department invites contractors to submit an expression of interest to provide one or more of the following services on an ongoing basis:

• Grass cutting – urban lots (Grass By-law enforcement)
• Grass cutting – rural lots (Grass By-law enforcement)
• Removal of waste and debris from private property (Yards By-law enforcement)
• Removal of waste and debris from Town property (clean up of abandoned encampment sites)

Scope of Services:

Selected contractor(s) will be used on an as needed basis. The Town is not able to guarantee any volume or schedule of work that may be available. Work requested of selected contractor(s) may include the following:

• Property clean up, partial and whole, as specified by By-Law Officers through an enforcement work order.
• Cutting of grass and weeds on overgrown lots to place them in compliance with Town by-laws.
• Removal of waste and debris, which may include, but is not limited to, construction material, furniture, appliances, inoperative vehicles, household garbage, brush, fuel tanks, biomedical and sharps waste.  
• Transportation and disposal of any debris and waste removed.

Proposal Content:

Please include the following information with your submission:

• List of available equipment and associated hourly rates with operator
• Applicable rates for handling of any specific types of hazardous waste
• Which of the above services the contractor is or is not interested in providing
• Contact information

Additional Requirements:

In accordance with the Town’s Procurement By-law, all selected contractors will be required to provide:

• A certificate of good standing with the Workplace Safety and Insurance Board (WSIB)
• The ability to obtain a Certificate of Insurance naming the Corporation of Greater Napanee as an additional insured. Coverage for Commercial General Liability shall be in the amount of no less than $2,000,000.
