December 2, 2025 – Special Meeting of Council
7:00 p.m. – Banquet Hall, Best & Bash Arena, 16 McPherson Drive

Council will be considering a request for a support resolution from CarbonFree
Technology regarding a battery storage facility proposal at their December 9, 2025
meeting.

As Council chambers only has seating capacity for 25 people, and given the volume of
interest received regarding the application, Council has decided to hold a special
meeting on December 2 for the purpose of receiving written and verbal comments about
this project from members of the public.

This session will operate as an unscheduled deputation by participants related to this
specific project proposal. All members of the public are welcome to attend and may
make comments at the meeting without advance registration.

Per the Town’s Procedure By-law regarding deputations, and to ensure every person
wishing to speak is given an equal opportunity to be heard, all presentations will be
limited to a maximum of five (5) minutes per person, and each person will be limited to
presenting once. NOTE: If more than 30 people register to speak, Council will have the
discretion to reduce the amount of speaking time to three (3) minutes per person in
order to ensure every person can be heard.

At the conclusion of the deputations, Council will adopt a motion to note and receive all
comments made during the meeting. A staff report regarding the application, including
the public feedback received, is scheduled to be presented to Council for a decision at
the regular meeting of December 9, 2025.

Any person wishing to provide written comments on this topic may submit them to the
Clerk at jwalters@greaternapanee.com prior to 1:00 p.m. on Monday, December 1. Any
written comments received by this deadline will be published as an addendum to the
meeting agenda and form part of the public record.

The Town will make every effort to record and livestream the meeting to accommodate
those who cannot attend in person, but will not be able to accommodate virtual
presentations from the public. Anyone wishing to speak will need to attend the meeting
in person.
