Public Notice: Proposed New Rooming House By-law and Group Home By-law
Council will consider two new by-laws to licence Rooming Houses and Group Homes at the January 13, 2026, regular meeting. The meeting will be held in person at 124 John Street at 7:00 p.m. and will be livestreamed on the Town’s YouTube channel.
The proposed Rooming House By-law would implement a licensing system that owners of Rooming Houses would be required to comply with, such as submitting insurance documents and inspection certificates, as well as having annual inspections completed by the Town’s Fire Department and Property Standards inspectors. The proposed Group Home By-law will allow the Town to maintain a registry of all group homes within Greater Napanee. Education and voluntary compliance are planned to occur throughout 2026, with the by-law being fully enforced beginning in 2027. A staff report with the draft by-laws was presented to the December 9, 2025, meeting of Council and is available online at https://greaternapanee.civicweb.net/portal/.

All comments submitted by noon on Tuesday, January 6 will be included in the Council agenda. Additional comments may be submitted up until noon on January 13 and published as a late addition to the agenda.
