Public Notice - 2026 Proposed Increase to Water and Wastewater Rates

The Council of the Town of Greater Napanee received a report regarding forecasted costs impacting the 2026 utilities budget at their November 25 meeting. Council directed that a rates by-law be brought forward after the detailed 2026 budget is published in January. 

The proposed 2026 Water and Sewer Service Charges include a recommended increase of 5% to customers connected to the municipal water and wastewater services with an effective date of January 1. This increase will result in a financial impact to the average (24.6mᵌ) customer of $11.24 bi-monthly. The 5% will contribute to operating and capital work, as well as the Town’s portion of a new wastewater plant currently under construction. To fund the plant, up to $25 million of debt will be required, which has an anticipated $1.3 million in annual repayments as reported to Council at the May 7, 2025 meeting. By law, all funding for water / wastewater infrastructure must be paid through water and sewer rates, development charges, and / or grant funding, as applicable.

A comprehensive rate study is being recommended for 2026 to ensure that future rates accurately capture costs and support long-term financial planning
