Community Information and Feedback Opportunity 

Proposed Hydrostor Quinte Energy Storage Centre – West Project

The Town of Greater Napanee is inviting residents and community stakeholders to attend a public Open House related to the proposed Hydrostor Quinte Energy Storage Centre – West (Quinte ESC – West) project. This Open House is being initiated by Council and is intended to provide the community with an opportunity for information sharing and feedback prior to Council considering a decision on whether to issue a Municipal Support Resolution for the project. The Municipal Support Resolution (MSR) is a requirement as part of the Independent Electricity System Operator's procurement process. Further municipal, provincial and agency approvals would be required prior to any construction activities occurring, in addition to further public consultation.

Date: Tuesday, April 21, 2026
Time: 5:00 p.m. – 8:00 p.m.
Location: South Fredericksburgh Community Hall, 2478 County Road 8, Napanee, ON K7R 3K7

This will be an open‑format session, allowing residents to attend at any time during the scheduled hours.

Purpose of the Open House

The intent of this Open House is to:

  1. Share the outcomes of the technical studies completed in support of the request for a Municipal Support Resolution for the proposed Quinte Energy Storage Centre – West project; and
  2. Provide an opportunity for community feedback, through a survey that will be available to participants following the presentation and discussions on the technical study outcomes.

What to Expect

  • Hydrostor representatives will be in attendance to present and discuss the outcomes of the technical studies completed for the project and to answer questions related to the proposed development.
  • Town of Greater Napanee staff will be present to:
    • Explain the municipal review process,
    • Provide residents with a copy of the community survey,
    • Answer procedural questions related to the Town’s role and the upcoming Council consideration.
  • Community surveys will be available for completion and submission at the event. Surveys may also be submitted following the Open House, by April 28, 2026 at 4:00pm and can be submitted in-person at 99A Advance Avenue (municipal administration building) or emailed to:

  • Survey feedback will be focused on any remaining concerns related to potential impacts associated with the proposed project following hearing the technical study outcomes.

Background

The Hydrostor Quinte Energy Storage Centre – West is a proposed Advanced Compressed Air Energy Storage (A‑CAES) facility intended to support Ontario’s electricity system with clean, reliable, long‑duration energy storage. This Council‑initiated Open House is in addition to the Hydrostor‑led community Open House held on November 26, 2025 and reflects Council’s desire to ensure residents have an additional opportunity to review information and provide input before a decision regarding the requested Municipal Support Resolution is made. Further municipal, provincial and agency approvals would be required prior to any construction activities occurring, in addition to further public consultation.

Next Steps

Following this Open House and the close of the survey submission period, Town staff will consolidate community input and complete their review prior to bringing a recommendation forward to Council for consideration of the Municipal Support Resolution.

We encourage all interested residents to attend and participate in this stage of community engagement.
