News Release - Town to Present Draft Updated Encampment Mapping and Review Process to Council

(GREATER NAPANEE, ON) – Greater Napanee will be considering updates to its encampment protocol education process on July 14, which includes a proposed review process of how sensitive areas are mapped.
The move follows an assessment of current education materials and mapping that were developed using GPS tools, as well as a desire expressed by some members of the public to have an appeal process that would require on-the-ground measurement for areas believed to fall within setbacks from sensitive-use and areas used by children.
The real-world measurement of distances from sensitive-use and children’s areas would be meant to ensure education materials, including mapping, is compliant with the Town’s Public Parks & Spaces By-law and Encampment Protocol. Staff will be bringing forward a proposed update to current education materials to reflect known changes that need to be made, including to Lion’s Park as it was found to be too close to a daycare to accommodate unhoused individuals.
There will be no proposed changes to the Public Parks & Spaces By-law or Encampment Protocol, which continues to ensure the Town make the use of public spaces more predictable for both housed and unhoused residents.
Town staff have consulted community partners on the updated process, including a review of draft education materials that identify public property in or close to the downtown core. Education materials are still under review and are not expected to be finalized until later in July.
The current map has been zoomed out to provide a broader view of the community and improve readability. The by-law continues to apply to all municipal properties, whether they are shown on the map or not.
Additional information, including the report to Council regarding the updated draft map and proposed review process, will be available in the July 14 Council agenda package, which will be published on July 9.
