News Release - Greater Napanee Begins Phase 2 of Bridge Street Cleanup

(GREATER NAPANEE, ON) – The Town of Greater Napanee has begun removing various materials and waste as part of Phase 2 of its efforts to address property standards and yard maintenance violations at 1388 Bridge Street. 

As part of the ongoing remediation efforts, contractors are removing a significant volume of materials from the site, including construction materials, demolished structures, various elements of human waste, drug paraphernalia, biohazardous and medical waste, solid and liquid waste, sewage, and brush materials that pose fire risks. 

While work is underway, a section of Bridge Street West near the property will be intermittently reduced to one lane of traffic to allow staff and contractors safe access to the site. Motorists travelling through the area are asked to use caution, as increased traffic from staff, contractors, and vehicles removing waste and large items is expected. 

The cleanup stems from a court order that determined activities occurring on the property were illegal. The order required the property owner to complete the following work by June 1, 2026:

• Ensure all occupants living illegally on the property vacate the premises
• Ensure that more than 30 trailers and cinderblock structures on the property were removed
• Ensure all construction materials and related refuse were removed from the property

The Town worked in conjunction with various social service agencies since the injunction was awarded to support individuals living on the property to find alternative accommodations. While the property was not appropriately zoned to operate as a de facto trailer park, inspections conducted by the Town’s By-law Enforcement and Fire Departments also determined that the site was unsafe and unsuitable for human habitation.

If the owner did not complete the work by June 1, the order authorized the Town to complete all work and bill the property owner for it as of June 2. 

Due to the complexity of the clean-up and the significant staff resources required for on-site oversight and contractor coordination, the Town anticipates temporary impacts to by-law enforcement services over the coming weeks. As a result, response times for non-critical by-law complaints will be delayed. Priority will continue to be given to urgent matters, including dog bites, dog attacks, and encampment-related concerns.
