Media Release - Budget Process to Recommend Reduction in Special Tax Levy for Waste Collection

(GREATER NAPANEE, ON) Greater Napanee’s budget will include a recommendation to reduce the Town’s special tax levy for waste collection by approximately $50.

The reduction accounts for cost savings expected from provincial legislation that transfers the responsibility for recycling from municipalities to producers, a process scheduled to begin in January 2026 for Greater Napanee.

As a result of the new legislation, the municipality expects to see savings of approximately $450,000 for the year in recycling costs. After factoring in the loss of recycling rebates and additional costs associated with solid waste collection, the Town’s net savings will be $300,000. These savings represent approximately $50 per special levy payer, which would reduce the cost from $200 to $150. This will be the target reduction for the special levy during budget deliberations in January.

This reduction comes as part of a budget directive from Mayor Richardson to reduce the solid waste special levy to reflect any cost savings realized from provincial legislation that removes recycling from municipal jurisdiction. Budget directives are one of the requirements under strong mayor powers that were provided to Mayor Richardson earlier this year by the province.

More information on the recommended changes to special tax levy will be available once the budget process begins in January 2026.
