Media Release - 2026 Budget Deliberations to Begin January 7, 2026

(GREATER NAPANEE, ON) – Greater Napanee Council will hold two days of deliberations this week to review the proposed 2026 budget.

The first two Council meetings for 2026 budget deliberations will be held on Wednesday, January 7 at 5:00 pm and Thursday, January 8 at 5:00 pm in Council Chambers at 124 John Street. 

After the budget is presented, Council will have 30 days to review and make changes to the Mayor's proposed budget. Another session will be held on February 3 to review any of the changes that Council would like to see in the 2026 budget. 

The 2026 budget will address key areas that Mayor Richardson identified in his budget directive that was released in the Fall of 2025. The directive focuses on the following items:

• Restricting all new net tax-supported requests to core services, with a specific focus on transportation and public safety.
• Reduce the solid waste special levy to reflect any cost savings realized from provincial legislation that removes recycling from municipal jurisdiction.
• Limiting multi-year funding commitments related to the purchase of capital assets.
• Avoid hiring any new full-time employees.
• Find strategies to support community recreation and culture requests without relying on new funding from taxpayers.
• Address the Town's $8 million in unfunded capital assets through non-taxation revenue sources.
• Avoid dipping into the Town's Annual Capital Funding allocation of $1.22 million to artificially reduce the Town's operating budget obligations.

In 2025, 341 responses were collected from the 2026 budget survey. Along with the Mayor’s budget directive, feedback from the survey helped form recommendations on spending for the 2026 budget.
