Greater Napanee Budget Update - Budget 2026 Reduces Special Tax Levy for the Curbside Collection of Garbage

Due to savings resulting from recycling collection being removed from the Town’s responsibility, the special tax levy for curbside collection of garbage has been reduced from $200 to $150.

This ensures that the savings from the service-level change related to the Blue Box Transition are returned to ratepayers. 

As of January 2026, the Town is no longer responsible for the curbside collection of recycling due to a change in provincial legislation. Emterra Environmental is now responsible for the collection of recycling in Greater Napanee.

Reducing the surcharge from $200 to $150 will lower revenue, but this is largely balanced by savings from ending curbside recycling collection. These savings are partially offset by the loss of related grant funding and higher garbage collection costs as part of the amended contract with Waste Management. Overall, the combined changes result in only a small net increase from 2025 to 2026. 

Eligible property owners will receive their bag tags in January 2026 and will have $150 added to the final instalment of their tax bill that is mailed out in June 2026. 

“I’m pleased to see that we could lower the special tax levy as part of the 2026 Budget,” said Mayor Richardson. “Efforts like this ensure that any extra savings are being passed on directly to our residents.”
