The Town of Greater Napanee is dedicated to encouraging economic growth in our community. Our strategic and convenient location, educated and dedicated workforce, and safe and spirited community are among the many reasons businesses build and grow in Greater Napanee.
In combination with the County of Lennox & Addington Economic Development Department, our ongoing activities are geared towards helping the existing business community, while also encouraging new business development and growth help to ensure a strong and diversified economic base.
The Prince Edward/Lennox & Addington Community Futures Development Corporation (PELA CFDC) is a community based non-profit corporation aimed at encouraging local entrepreneurship and economic development and can assist with small business development and start-up.
Emerging, new and existing businesses undergoing development, growth, change or relocation can take advantage of a full range of community economic development services including:
- Detailed information on Greater Napanee's business environment
- Site selection research, economic data, statistics, and information
- Research and information on available industrial and commercial properties available for sale or lease in Greater Napanee
- Delivery of an ongoing business visitation program
- Referral and liaison services for numerous government, industrial, and community based services and organizations and business associations
- Development and expansion of tourism-based initiatives through involvement with organizations and programs geared to supporting and building a tourism economy
- Assistance with and facilitation of community-based development projects and services, including initiatives geared to downtown revitalization
Residential Development:
The way of life and natural surroundings gives us many advantages which draw people from all aspects of life; from families who want to escape city life to those looking to ease into retirement. As a result, new development ranges from multi-unit housing to custom homes to help answer the growing demand. A variety of subdivisions are being developed within our urban area, each unique in its own setting.
Commercial and Industrial Development:
The Town of Greater Napanee offers a unique blend of strategic location, affordability, and investment‑ready infrastructure that positions it as one of Eastern Ontario’s most attractive environments for commercial growth. With direct access to Highway 401, proximity to the I‑81 Canada–U.S. border crossing, reliable electrical capacity, fibre‑optic networks, and shovel‑ready lands, the Town provides the essential ingredients businesses need to scale and succeed. Supported by a collaborative municipal government committed to streamlined approvals, flexible financial tools, and continuous investment in core infrastructure, Greater Napanee stands ready to welcome new commercial partners who want to grow in a thriving, well‑connected community.
The Investment Attraction Strategy focuses on the following areas within the Town's control to attract new industrial growth:
1. Investment‑Friendly Service Commitments
- The Town will assign a Single Point of Contact and publish clear service timelines to deliver predictable, priority‑focused support for key commercial projects.
2. Streamlined Concurrent Review
- The Town will conduct concurrent reviews across all departments, supported by pre‑consultation and conditional approvals, to reduce timelines and keep commercial projects moving.
3. Flexible Taxation Collection Tools
- The Town may apply phased‑in taxation or CIP‑enabled grants to ease early‑stage cash‑flow pressures for eligible commercial developments while ensuring long‑term municipal fiscal sustainability.
4. Flexible Development Charge Payment Timing
- The Town may offer DC payment flexibility—such as milestone‑based installments or deferred schedules—to improve feasibility for capital‑intensive commercial projects without reducing total DC obligations.
5. Employment Lands – Project Readiness
- The Town will coordinate long‑term water, wastewater, and road infrastructure planning to ensure commercial and employment lands remain serviced, market‑ready, and aligned with the Town’s investment pipeline.
