Property Taxes

You can pay your property tax bill by one of the following options:

Credit Card Payments

  • Pay by VISA or Mastercard
  • Processing fee charged by Paymentus on all credit cards 
  • Online - Pay Now 
  • By Phone - 1-866-278-6379

Online Banking

  • Look for "Town of Greater Napanee - Taxes" or "Greater Napanee - Taxes"
  • Enter 19 digit account number with no dots, dashes or spaces (starting with 1121 and ending with 0000)
  • Check bank processing policy to assure payment arrives on or before due date

Pre-authorized Payment Plans (PAP)

  • Sign up for a Preauthorized Tax Payment Plan
  • Pay monthly (on the 15th or 30th of the month) or on instalment dates (last Friday in February, April, June and September)
  • Tax account must be in good standing

Directly at Most Financial Institutions

  • If paying at the bank, we advise that you pay a couple of days before the due date to avoid the possibility of being charged any late fees.

Postdated Cheques

  • Make cheque payable to "Town of Greater Napanee," 99-A Advance Ave, Napanee, ON, K7R 3Y5
  • Include the instalment slip or write the property roll number on your cheque

In Person

  • Taxes Pre-authorized Payment (PAP) Plan Application - an electronic payment service that provides you or your business with a predictable and cost-effective way to budget tax payments.
  • Section 357/358 Application - this form provides municipalities with the authority to cancel, reduce and refund taxes based on specific criteria. Only the property owner, the spouse of the owner, tenant, occupant or other person(s) in possession of the land may file an application for a property tax adjustment with the treasurer of the municipality.

    Please note that all applications for sickness or extreme poverty – 357(1(d.1) have been delegated to the Assessment Review Board. Applications must be made through the Assessment Review Board. Information and the application form can be found below.

Application Form 

  • The amount of this tax bill is equal to 50% of the previous year's annualized taxes.
  • The interim tax bill is mailed out the first week in February.
  • The installment due dates are the last Friday in February and the last Friday in April.

  • The amount of this tax bill equals the current assessment multiplied by the current tax rates set by Council, less the interim tax bill amount paid.
  • The final tax bill is mailed out the first week in June.
  • The instalment due dates are the last Friday in June and the last Friday in September.

Supplementary property tax bills, which represent additional assessment on your property determined by the Municipal Property Assessment Corporation (MPAC), are sent out throughout the year. The Assessment Act gives MPAC the authority to correct any missed assessment for the current year plus up to two years prior. Homeowners will receive notification directly from MPAC prior to receiving tax information from the Town. All current year assessment appeals are processed after the final property tax billing. 

Property owners in every municipality are required to pay municipal property taxes. Property taxes collected in the Town of Greater Napanee provide for your local services such as local road repair, snow clearing, fire services, recreational facilities and much more. The Town collects property taxes on behalf of the County of Lennox And Addington and the Province of Ontario (Education). Each level of government is responsible for its own tax rates.

Each year, the Town of Greater Napanee sends out two property tax bills with four instalments.

If you are a new property owner, or have not received a bill, contact the Tax Department at 613-776-1012 or 613-776-1008  . Payments must reach our offices on or before the instalment due dates to avoid penalty or interest charges. Failure to receive your tax notice does not prevent penalty charges of 1.25% monthly. 

 

The Provincial Government sets the legislative framework for assessment and property taxation in Ontario. It does this by creating legislation, called Provincial Statutes. The Government also creates regulations, which are authorized under the Statutes. The principal ministry involved in setting assessment and taxation policies is the Ministry of Finance, through the Assessment Act and the Municipal Act.

The Municipal Property Assessment Corporation (MPAC) is responsible for assessing all property in Ontario. It operates under the authority of the Municipal Property Assessment Corporation Act. Every municipality in Ontario is a member of the Corporation. The Corporation is governed by a Board of Directors who are appointed by the Minister of Finance. MPAC does not set assessment policy but it does administer these policies. Its main responsibility is to calculate assessment values and to classify properties according to their use. These values are provided to municipalities on an annual assessment roll. The Town, County and the Province use these values when they calculate property taxes and education taxes.
