Notice of Completion - Napanee Water Pollution Control Plant Expansion and Upgrades - Class Environmental Assessment Addendum

The Town of Greater Napanee has completed an Addendum to the Class Environmental Assessment (EA) for the Napanee Water Pollution Control Plant (WPCP). This Class EA Addendum has been carried out in accordance with the Schedule “C” Municipal Class Environmental Assessment planning process.

The selected preferred alternative in the 2011 Environmental Study Report (ESR) was to upgrade and expand the Napanee WPCP to meet the needs of the local community, current provincial guidelines and the Bay of Quinte Remedial Action Plan (BQ RAP).  The selected alternative was to upgrade the Napanee WPCP (location: 300 Water Street W., Napanee) with a newer technology solution and additional processes to expand and improve treatment. The subsequent 2019 Class EA Addendum (Addendum) study further evaluated design alternatives for the secondary and tertiary treatment stages of the WPCP.

This 2020 Class EA Addendum considered and evaluated one additional secondary treatment technology alternative, ISAMTM SBR as a potential treatment solution against the previously identified three (3) feasible design alternatives, as it was not previously considered in the 2011 ESR or 2019 Addendum. The selected preferred design alternative in the 2020 Addendum for the upgrades and expansion of the Napanee WPCP is the ISAM™ SBR treatment alternative. This Addendum also confirms 2011 ESR and 2019 Addendum’s preferred solution for tertiary treatment are still valid in the current planning context.

Project Status

This Notice of Completion serves as the final mandatory point of public contact.  The Class EA Addendum report, associated Technical Memoranda and appendices are being placed on public record for a 30-day review period, starting Thursday July 1, 2021, and ending on Friday, July 30, 2021. As per the COVID-19 Economic Recovery Act, a Part II Order request may be made to the Ministry of Environment, Conservation and Parks (MECP) for an order requiring a higher level of study (i.e. requiring an individual/comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g. require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights.  Requests on other grounds will not be considered.  Requests should include the requester contact information and full name for the MECP.

Part II Order requests regarding Aboriginal and treaty rights should specify what kind of order is being requested (request for additional conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy those potential adverse impacts, and any information in support of the statements in the request.  This will ensure that the MECP is able to efficiently begin reviewing the request.
